Sidewalk repair and city notices
If your sidewalk has white paint on it or you got a letter from the city, here's what it means and how to handle it.
Under Iowa Code and the Sioux City Municipal Code, owners are responsible for repairing unsafe sidewalks next to their property. The city's Engineering Division splits the city into ten zones and inspects one zone each year. When a sidewalk is found unsafe, the owner gets a repair notice and the area that needs work is outlined in white paint.
What counts as defective?
According to the city's Sidewalk Program page, a panel is defective if it has any of these:
- Vertical or horizontal separations of 3/4 inch or more
- Holes or depressions of 3/4 inch or more
- Spalling over half or more of a panel, with depressions of 1/2 inch or more
- Cracks that break off a piece larger than a square foot, or that are otherwise dangerous
- Sections missing to full depth
- A grade change of 3/4 inch or more
The city notes that some defects can be fixed with spot repairs rather than replacing whole panels.
What are my options?
- Hire your own contractor (or do it yourself). The city says any contractor you hire should be licensed, bonded and registered with the City of Sioux City. A city permit is required, and an inspection must be requested before concrete is poured.
- Use the city's contractor. This option needs no action from you. After the work, you get a statement and have 30 days to pay; unpaid amounts go to special assessment.
Permits are available online or from Engineering at City Hall, 405 6th St., Room 409. The city lists 712-279-6324 for Engineering and inspections and 712-224-5216 to check a contractor's status.
Can a marked panel be lifted instead of replaced?
Sometimes. A panel that has dropped or tipped but is still whole may be a candidate for leveling. A panel that is cracked into pieces, heavily spalled or missing chunks usually has to be replaced. Before you commit, ask the contractor whether lifting will satisfy the city's inspector for your specific defect.
Outside Sioux City
South Sioux City, North Sioux City and Dakota Dunes have their own rules. Ask your city, or the development's management in Dakota Dunes, about permits for public sidewalk work.
Pricing comes from the contractor after a site visit, once they've measured the drop and found what's under the slab. We don't quote prices, and the city's own sidewalk rates aren't a guide to what a private leveling job will cost.
